  • All of the rights, with none of the responsibility. Athens was the first true Democracy, with votes from the land owning men of the city. Do you know why it was the land owning men of the city who voted? Because they were the ones who paid the taxes, and they were the ones who fought in the army and the navy. So they had the responsibility of paying for the city, and fighting for the city. So they were given the right to vote on how the city spent its taxes, and who the city went to war with.
