Seems the guy lives in a different Portugal. Most men are very shy, dependent and expect the woman in their life to take of all household work. Can’t tell where his perspective derives from.
He’s talking about hook-ups and casual dating, something that’s not prevalent in the portuguese culture and the local men already know that.
Foreign women from central/North Europe are more open to hook-ups and short term dating (since they’re also in the country for the short-term) so they just go ahead.

Portuguese woman here who never dated a portuguese man.
Maybe Portuguese women aren’t into hook-up culture and if they were they would rather be with a foreigner who won’t ‘judge them’ since their not of their social circle.
What this guy is reading into ‘intent’ is thag portuguese women might be interested in a foreign man but not in a hook-up or short term fling (since foreigners are usually here in the short term) as for the men they don’t mind hook-ups and short term flings with these foreign women who are also in the country for the short-term and won’t be ‘judged’ since they’re far away from their home country.
Side note: Majority of European guys residing in Portugal are not exactly a ‘catch’ or ‘boyfriend/marriage material’ and others are migrants from developing countries with very different cultures that dont match portuguese and/or western values in general.

Clarifying some points of what this clueless guy is trying to say.
‘Village mentality’ = Not being into hook-up culture and casual sex isn’t ‘village mentality’, it’s called ‘dating with purpose’.
‘Not being emancipated as in other countries’ = Again, not being into casual sex and collecting new strands of syphilis isn’t for lack of emancipation. Portuguese women have equal rights since 1976 and is one of the EU countries with more full time working moms and female scientists. Portuguese women are using their emancipation and rights to contribute to the society not to stroke visitors egos who are used to ‘sex before coffe’.
‘They make men wait’ = We go back to ‘dating with intent’ and ‘seeking meaningful relationships’. A woman might be interested in a man but in the long term. So ‘making him wait’ just translates into ‘dating’ and not just hooking-up.
Portuguese women are not afraid of judgment but they will definitely will. It’s the eternal double binding, if they are ‘too easy’ they are sl.t shamed if they’re not they have ‘village mentality and are not emancipated’. *rolls eyes*

Maybe you should ask yourselves why people would judge Portuguese women for engaging in hook-ups and not men. In modern days there’s no reason to wait if both want to have sex. Iโm American but my family is Latin American , I went to Lisbon in September for the first time , I was shocked to realize that there arenโt many real Portuguese people in Lisbon . Most of the people I met were from Bangladesh and Brazil.
