Maybe Portuguese women arenāt into hook-up culture and if they were they would rather be with a foreigner who wonāt ājudge themā since their not of their social circle.
What this guy is reading into āintentā is thag portuguese women might be interested in a foreign man but not in a hook-up or short term fling (since foreigners are usually here in the short term) as for the men they donāt mind hook-ups and short term flings with these foreign women who are also in the country for the short-term and wonāt be ājudgedā since theyāre far away from their home country.
Side note: Majority of European guys residing in Portugal are not exactly a ācatchā or āboyfriend/marriage materialā and others are migrants from developing countries with very different cultures that dont match portuguese and/or western values in general.
